TEA AREA SCHOOL SPORTS BOOSTER CLUB BY-LAWS


ARTICLE I - NAME


Section 1.      The name of this organization shall be the Tea Area Sports Booster Club, herein referred to as the “Booster Club”.


ARTICLE II - OBJECTIVES


Section 1.      The purpose of this association shall be to promote school spirit, interest, unity and enthusiasm through the support of all athletic activities sponsored by the Tea Area School District.


This association shall promote projects that improve facilities and equipment necessary to provide additional support for the athletic programs in the Tea Area School District.


This association shall not seek to influence or direct the technical activities or policies of the school administration or of the school officials who are charged with responsibility of conducting the athletic program of the school.


This association will actively promote and monitor all athletic fund-raising endeavors.


This association will promote the Tea Area School athletic programs in the local community through the media and special projects throughout the year.


This association will provide an exemplary model of loyalty, respect, integrity, cooperation, and dedication through parental and member participation in all activities of the association.


ARTICLE III - MEMBERSHIP


Section 1. There are three types of Membership in the Booster Club. 1) General Members – see Section 2 below 2) Sport Representatives – see Article IV Below. 3) Elected Officers – See Article V below


Section 2. General membership is open to any adult person who pays or is granted an annual membership and supports the objectives of the organization that are listed Article II.


Section 3. Associate memberships are available to other businesses or organizations of the community. Those holding such memberships shall not have voting privileges.


Section 4. All members shall be governed by the Objectives and Bylaws of the Booster Club.

ARTICLE IV – SPORT REPRESENTATIVES


Section 1. The members at large representing each sport that is either sanctioned or sponsored by the Tea Area School District. The head coach of each sanctioned and sponsored sport will provide two (2) sets of adult representatives for each sport – a total of four (4) adults – husband and wife, etc… . The representatives must be a guardian or parent of a child participating in such sport in grades 9-12.


Section 2. If a head coach does not provide two (2) sets of adult representatives for his/her sport, the Elected Officers may appoint a representative for that sport at its discretion. The terms for the Sport Representatives shall be one (1) year, from the date appointed as a Sport Representative at the June meeting, to the conclusion of the officer elections held at the end of the following school year in June.


Section 3. In the case of a need to fill the vacancy of a Sport Representative during the one (1) year term, such term of the newly appointed Sport Representative will also end at the same time as which the Sport Representative being replaced would have otherwise ended.


ARTICLE V - OFFICERS


Section 1. The elected officers of this Booster Club shall be: President, Vice-President, Secretary, and Treasurer.


Section 2. The Officers shall come from, be nominated and be elected by the members present at the Booster Club at the final Meeting of the school year in June.


Section 3. Officers shall serve for a term of one (1) year, from the date elected as an Officer at the June meeting, to the conclusion of the Officer Elections held at the end of the following school year in June. In the case of a need to fill the vacancy of an Officer during the one (1) year term, such term of the newly appointed Officer, will also end at the same time as which the Officer being replaced would have otherwise ended.


ARTICLE VI - EXECUTIVE BOARD


Section 1. The Executive Board shall be composed of the officers and a non-voting representative of the Tea Area School District appointed by the Officers. The Officers will appoint the non-voting representative as the Activities Director of the Tea Area School District if such a position is in existence at the June meeting.


Section 2. A quorum of the Executive Board shall consist of three-fourths of the officers.


Section 3. If a member of the Executive Board cannot complete his/her term of office, the remaining Executive Board members shall appoint a person to assume the duties of the vacated office.


Section 4. All paid members of the Tea Area School Sports Boosters Club are eligible to serve as officers unless any of the following are true:
              a) They are a coach of any Tea Area sports team that is sponsored by the Tea Area School District (to include Club Sports) or sanctioned by the SDHSAAA. b) They are a current member of the Tea Area Board of Education. c) They are an employed Administrator of the Tea Area School District.


ARTICLE VII - DUTIES OF THE SPORT REPRESENTAITVES AND EXECUTIVE BOARD


Section 1. The Sport Representatives and Officers shall be the governing body of the Booster Club.


Section 2. The President shall preside at all meetings and act as Chairperson of the Executive Board and shall be an ex-officio member of all committees. The President shall be the athletic parents' representative on any related committee formed to promote the athletic programs at the Tea Area Public Schools.


Section 3. The Vice-President shall act as an aide to the President and shall perform the duties of the President in the absence or inability of that officer to serve.


Section 4. The Secretary shall record the minutes of all meetings and activities of the Booster Club or Executive Board and email copies of the minutes to Executive Board members. The Secretary shall also perform such other duties as delegated.


Section 5. The Treasurer shall receive all monies of the Booster Club, keep an accurate record of receipts and expenditures and payout funds as authorized by the Executive Board. The Treasurer shall present a financial statement at every meeting of the Booster Club and the Executive Board and also at other times when requested by the Executive Board. The financial records of the Booster Club shall be audited annually by a non-officer Booster Club member selected by the President.


ARTICLE VIII - MEETINGS


Section 1. General Meeting of the Association shall be held once each month as established by the Executive Board. The Executive Board shall notify the members at least one month in advance of the meeting date.


Section 2. Special meetings may be called by the President.


ARTICLE IX - COMMITTEES


Section 1. The Committee Chairpersons shall be appointed by the Executive Board and shall recruit members for their committees as needed.


Section 2. There shall be the following standing committees: Fundraising, Membership, Scholarship, Homecoming, Spirit / Senior Night, Athlete of the Week, and such committees as the Executive Board shall determine.


Section 3. Fund Raising Committee: Their duties shall be to explore fundraising opportunities and approve fund raising activities of sub-groups.


Section 4. Membership: Their duties shall be to manage and promote Booster Club membership.


Section 5. Scholarship: Their duties shall be to determine scholarship application, rubric and nomination of scholarship recipients.


Section 6. Homecoming: Their duties shall be to determine Homecoming meal options, advertise and recruit volunteers as necessary.


Section 7. Spirit / Senior Night: Their duties shall be to determine activities or giveaways though the year to promote school spirit, including planning and executing Senior Night momentum and presentation.


Section 8. Athlete of the Week: Their duties shall be to request nominations for Athlete of the Week from coaches, determine Athlete of the Week if more than one entry is received, and publish in the Tea Weekly each week as determined by this committee.


ARTICLE X - DUES


Section 1. Membership dues shall be established at the May General Meeting.


Section 2. Membership dues run from August 1st to July 31st each year.


ARTICLE XI – OFFICER ELECTIONS


Section 1. New officers shall be elected at the General Meeting in May with each Officer being elected by a secret ballot of voting members present at the meeting.


Section 2. One vote is conferred upon each voting member, and each Officer present provided a quorum has been established.


ARTICLE XII - PARLIAMENTARY AUTHORITY


Section 1. Simplified Parliamentary Procedures, shall govern this Booster Club in all cases in which they are applicable.


ARTICLE XIII- VOTING


Section 1. Officer elections – See Article XI, Section 2 of Officer Elections


Section 2. For all issues presented to the Booster Club requiring a vote, each voting member and Officer may cast one (1) vote. If vote is tied by quorum, the vote will be sent to all voting members electronically to re-vote.


ARTICLE XIV- FINANCES


Section 1. All major fund raising will be conducted by the Booster Club. The funds raised shall be used to further the purpose expressed in Article II of this Constitution. Funds shall be disbursed only by the Treasurer or President upon the approval of the Executive Board.


Section 2. The fund raising activities of each Booster committee will be authorized and monitored by the Booster Club.


ARTICLE XV - AMENDMENTS


Section 1. The By-laws may be amended by a two-thirds majority vote of the members present at any general meeting of the Booster Club.
